AVOIDING MINOR FCC FINES

BIENNIAL OWNERSHIP REPORT FILING REQUIREMENTS

BROADCAST LOCALISM PROCEEDING

This advisory is provided by Pillsbury Winthrop Shaw Pittman and it explains the need for filing comments in the FCC's Broadcast Localism Proceeding. The advisory identifies the key proposals of the new regulations and the issues raised, explains why it is important to file and provides instructions for how to make your filing.

BROADCAST POOLING GUIDELINES

These guidelines were developed by the South Carolina Broadcasters' Steering Committee for Court Coverage and reviewed by the state Supreme Court as a supplement to Rule 605. Their purpose is to ensure courts are covered properly and that there continues to be reasonable access for television and radio coverage.

BROADCASTER'S GUIDE TO THE FAIR LABOR STANDARDS ACT

Pillsbury Winthrop Shaw Pittman has provided this communications broadcast advisory that outlines provisions in the Fair Labor Standards Act applicable only to certain broadcasters.

CHILDREN'S TELEVISION RULES

The FCC has put in place new obligations for broadcasters regarding children's programming for digital and analog channels. These rules become effective February 1, 2005 and this detailed outline of the new regulations has been provided by Pillsbury Winthrop Shaw Pittman, LLP.

CLOSED CAPTIONING

SCBA house counsel at Pillsbury Winthrop Shaw Pittman has made available reference materials to help stations stay on top of regulations regarding closed captioning both for general and emergency information.

DAYLIGHT SAVINGS TIME-EAS ADVISORY

SCBA's ABIP Inspector, John George, has prepared this advisory regarding EAS equipment that requires adjustments due to daylight savings time.

DISASTER INFORMATION REPORTING SYSTEM

This document provides important information on registering your station with the FCC's new program called DIRS, the Disaster Information Reporting System. DIRS has been created to allow communications companies to report the status and needs of their operations to the FCC during times of crisis.

The FCC has provided the following fact sheets on

FCC FORM 317 ADVISORY

Commercial and non-commercial educational television stations that has received its digital television license must file FCC Form 317 to report whether its station provided ancillary or supplemental services at any time during the twelve month period ending on the preceding September 30. Only licensed DTV stations must file. Those operating pursuant to a SPA or PTA need not file. The form is due December 1, 2007.

HD RADIO LICENSING FACT SHEET

This fact sheet provides an explanation of the rights of broadcasters to use the technology to broadcast in the HD Radio waveform.

INDECENCY RULES

SCBA's Washington legal counsel, Shaw Pittman, has provided this alert on the November 6, 2006 ruling from the FCC regarding indecency. The FCC reaffirmed some principles and provided new clarifications on other regulations and policies.

INTERNET STREAMING

Fletcher, Heald & Hildreth has provided this memorandum that outlines the latest developments with the new Internet streaming royalty fees announced by the CRB on March 2, 2007.

OVERTIME REGULATIONS

The Department of Labor issued new rules governing the exempt status of executive, administrative and professional employees under the Fair Labor Standards Act (FLSA). The new rules, which went into effect on Monday, August 23 address minimum wage and overtime compensation. PETITION FOR DECLARATORY RULING RE: BID4SPOTS, ET. AL.
