Subject: Help stop the spread of COVID-19 by spreading accurate information
When it comes to matters of public health, access to timely, accurate and trusted information is important. That’s why we’re reaching out to community leaders like you. With your help, we’re going to get the word out about COVID-19 here in South Carolina.
The South Carolina Department of Health and Environmental Control (DHEC) is developing communications toolkits to help support response efforts at the state and community level.
Our first toolkit provides messaging on the importance of wearing masks to protect yourself and those around you. Our mask toolkit, provides messages, graphics and videos to help:
- Ensure current, correct messaging from a trusted source.
- Create collateral materials.
- Share resources.
All graphics and suggested messages are available for use on social media, emails, web pages and other platforms.

UPDATE FROM THE FEDERAL COMMUNICATIONS CENTER – COVID-19 SCAMS:
Scammers are constantly adapting and the recent COVID-19 national emergency is no exception. The FCC has learned of a number of ways fraudsters are seeking to take advantage of consumers.
From fake testing kits and unproven cures to government imposter scams and work from home schemes, robocall scams are being updated to reflect the current crisis. These scams prey on our most vulnerable community members and result in financial loss or worse, the use of potentially dangerous “treatments”.
The FCC has developed a COVID-19 scams page (https://www.fcc.gov/covid-scams )
that includes tips to assist consumers with protecting themselves and their loved ones. The guide includes scam audio and a sample text hoax that was circulating. We will continue to update the page as we learn about new COVID-19 scams.

As local radio and television broadcasters navigate the editorial and operational challenges presented by COVID-19, the National Association of Broadcasters (NAB) is providing tools and resources, including radio and television public service announcements (PSAs) in English and Spanish, to help stations accurately cover this issue and prepare for the impact on your staff, community and business.
PSAs and Toolkit
The PSAs inform audiences how they can help prevent the spread of respiratory diseases and learn more at the Centers for Disease Control and Prevention coronavirus website, CDC.gov/COVID19. The tools include guidance on prevention and precautions, creating response management teams and trusted sources.
We urge you to clear some inventory to air these PSAs as often as possible. As COVID-19 presents more challenges to local communities, our audiences and policymakers look to broadcasters to provide accurate and timely information to help keep the public safe, and Congress will recognize and appreciate the leadership of broadcasters in this effort.

The impact of the COVID-19 pandemic has been felt by every sector of the economy. Due to the unique challenges it poses to broadcasters, however, the FCC has made several changes to its filing deadlines and other obligations for broadcasters in 2020. In response, we are publishing this updated version of our 2020 Broadcasters’ Calendar, reflecting changes announced by the FCC as of May 2020. The FCC may make additional changes going forward, so we encourage broadcasters to stay up to date, including by monitoring CommLawCenter.com, where Pillsbury’s Communications attorneys are closely tracking the FCC’s pandemic response.

Alternative Broadcast Inspection Program (ABIP)
ARE YOU MISSING OUT ON AN IMPORTANT SCBA MEMBER BENEFIT? IS YOUR STATION DUE FOR AN ABIP INSPECTION?
Benefits:
- All SCBA member stations can participate in this FCC-endorsed voluntary inspection.
- Completing the ABIP insures a station that it is in compliance with FCC regulations.
- Stations holding ABIP certificates are exempt from routine FCC inspections for a period of three years.
How It Works:
- To enroll in the program, contact the SCBA office at 803-732-1186 or paula@scba.net.
- SCBA will forward a contract with an estimated inspection date.
- Stations must return the signed contract with payment prior to the inspection.
- Upon successful completion of the inspection, stations are issued a certificate that is posted in the station and the FCC is notified of the certification.
- If the station does not pass inspection, a grace period of 150 days from the date on the contract is provided to allow the station to make necessary corrections to successfully complete the inspection.
- Stations may choose to notify the FCC when they enroll in the program, and immediately begin the immunity protection. Or they may choose not to notify the FCC of their enrollment, in which case the station has no protection from inspection.
All stations should take advantage of this valuable service. Be certain your station is in compliance and immune from routine FCC inspection.
If your station currently holds an ABIP certificate, check the renewal date and schedule your next inspection well in advance to avoid any lapse in immunity.
